David Banks Resigns Amid Federal Probe
New York City Schools Chancellor David Banks has announced his resignation, effective December 31, 2024, leaving his post amid a growing federal investigation into Mayor Eric Adams’s administration. Banks, who has led NYC’s public school system since Adams took office in 2022, is the fourth high-ranking official to step down this year.
Banks cited personal reasons for his departure, however, the context of his exit is critical. Federal investigators recently confiscated his personal and professional phones, as well as devices from his apartment, in connection with the probe.
The federal investigation initially put Banks in the spotlight when his phones were seized. The probe targets him, his brothers—including Philip, the city’s deputy mayor for public safety—and other senior officials within Mayor Adams’s administration. The seizure of the brothers’ devices and those belonging to Sheena Wright, the first deputy mayor who shares a home with David Banks, have undoubtedly raised concerns about the integrity of the administration.

Turmoil in Adams’s Administration
This resignation comes on the heels of other significant departures, including top legal adviser Lisa Zornberg and health commissioner Dr. Ashwin Vasan. Critics argue these resignations signal deeper issues within the administration. Mayor Adams, however, dismisses the notion of an exodus, pointing instead to the cyclical nature of staff changes within a mayoral term.
Banks’s resignation and the surrounding investigations inevitably cast a shadow on his tenure. While he has overseen several major education initiatives, including a school cellphone ban and curriculum overhauls in reading and math, his departure complicates the implementation and continuity of these reforms.
Can't focus on what matters when your entire senior staff and commissioners are under investigation or leaving *because* everyone is under investigation.
Totally unserious administration. https://t.co/QKPPUeZTO5

Future Under Scrutiny
David Banks has been a prominent educational figure, notably founding the Eagle Academy in 2004 for young Black and Latino boys. Before becoming schools chancellor, he led the Eagle Academy Foundation, which supports a network of schools focusing on this demographic.
“I have always lived my life with integrity. Every day of my life,” Banks said. “Anybody who knows me knows that … so we’ll all wait and see where these investigations go.”
Despite his insistence on personal integrity, Banks’s resignation letter omitted any mention of the ongoing federal investigations. The Adams administration must now navigate not only the educational challenges but also the broader implications of these high-profile departures and the probes that follow them. The future stability and effectiveness of NYC’s public school governance remain uncertain amidst these turbulent times.
